Levi, Program Manager for The NDLTAP and The Upper Great Plains
Transportation Institute, was a guest speaker at the 43rd Annual Meeting of
the NDTOA held in Jamestown, ND on December 7 & 8, 2009. His presentation
was an update on the sign reflectivity law passed by Congress which could
cost ND townships $60 million. This program was implemented in January 2008
and began the 7 year process of bringing into compliance our regulatory
warning, and guide signs. By the year 2015 all signs must meet the new
federal reflectivity standards.
Start today by inspecting your signs for retroflectivity. Document when you
replace your signs. Are your signs visible during nighttime driving?
A few facts:
Night crashes occur at a rate three times higher than day time crashes.
28 percent of all vehicle miles traveled are on rural, non interstate,
roads. Yet, 52% of all fatalities occur on the rural roads. 25 percent of
travel occurs at night. And 50% of fatal crashes happen during the nighttime
hours.
