Grassroots Leadership Award
In 1987, NDTOA established the Mr. Township Award which was
dedicated to the founder of our organization – Hank Weber of
Casselton, North Dakota. The name of the award was later
changed to the Grassroots Leadership Award to recognize the many
female township officers in our state.
This award was presented to a township officer who, through his or
her actions, had served their township, their community and/or
their state with exceptional service.
The first recipient was Jim Braaten from Crary, Ramsey County, in
1987.

LARRY SYVERSON - NDTOA 2012 GRASSROOTS GOVERNMENT LEADERSHIP
AWARDThe North Dakota Township
Officers Association 2012 Grassroots Government Leadership Award
was presented to Larry Syverson, a township officer from Mayville.
Syverson has served Roseville Township
as a supervisor since 1986. He has been the township assessor for
many years and is currently serving as chairman of the board of
supervisors and is also the zoning officer. He served for many
years on the board of directors of the Traill County Township
Officers Association having served four of those years as chairman
of the board.
Syverson was elected in December of 1999
to represent District 3 on the NDTOA state board of directors and
has served the last three years as state president of the
association.
Larry designed the current computer
mailing list for a much improved communication tool. He also
revised and updated the NDTOA Handbook that spells out the legal
duties and responsibilities of township officers according to the
ND Century Code.
He has tirelessly represented the
members of the NDTOA in Bismarck the last three legislative
sessions and is making preparations for the 2013 session.

Legislator of the Year Award
Legislative success requires friends in the legislative arena.
This award program was established to reward, on an annual basis,
one of those legislators who have been of great help to the NDTOA.
These awards are given at the annual meeting awards banquet. Each
winner has a chance to be recognized in the presence of as many
township officers as are assembled at the annual meeting and
convention. The award recipient is given a plaque and are invited
to address the NDTOA membership.
The qualifications to receive this award depend on if the
legislator has been a repeated sponsor, co-sponsor or defended in
committee or on the floor of their house, township endorsed bills.
Senator David O’Connell, a township officer from the Lansford
area, was the first award winner.

CURTIS OLAFSON - 2012
NDTOA LEGISLATOR OF THE YEAR
Former District 10 Senator Curtis
Olafson, Edinburg, was named the 2012 North Dakota Township
Officers Association's Legislator of the Year at their 46th annual
meeting in Bismarck on December 3.
The award was presented at the evening
banquet by NDTOA President Larry Syverson and Ken Yantes, NDTOA
Executive Secretary. Olafson first received this award as a
freshman senator in
2007 and now again in 2012 for his exceptional support of
legislation that would affect townships.
